I've had a consistent long-term problem of "coming over the top" with my swing and not getting the clubface moving on an in-to-out path. Although I can get faster speeds with the speedball training, it unfortunately can cause me to swing even more over the top. The result is often some spectacularly wild hook/pulls off of the toe or slices when I open the club face at impact.
My core training is definitely helping with path but I'm still not "bumping" my hips forward enough as I begin the downswing. This is pretty evident to me when I look at my swing on video.
Can you recommend any drills/conditioning work to developing the correct path? Would hitting the target while standing on a slanted platform that creates a "ball-below-the-feet" position do it?

The fact that your Speedball training is causing the OT is telling me that you're trying to get all your speed with your upperbody.
Here's my suggestion (start first with Speedball, then if you can real balls)
Step Drill set target up for inside out and step a little left hold the finish and make sure you swinging to first base
Lead Leg FWD drill - just don't fall over. if you come OT you'll hit your leg.
try those and see if that helps. I don't think a ball below the feet thing would really help. If anything, you could try balls above your feet and work on hitting hooks.

Won't the Power Tool also help get this motion? Just watched the video and gave it a quick test and it seems like the Power Drill has to get the club on the right path.
BTW, I can already tell I'm going to LOVE the Power Tool. I instantly "get" the motion my instructors have been trying to get me to do for months. Can't wait to take it to the range.

I think I answered my own question last night. Hit the range for 30 mins and tested the feel I got from the power tool. The power drill gets me into the position to make square, solid contact with the ball and my first couple of shots we solid screamers to the left. I quickly had to adjust my path in-to-out to get the ball moving straight.
I guess I would describe it as follows: You can't "cheat" a bad path when you do the power drill by manipulating the club face with the hands. So the drill forces you to get the correct path to get the ball moving in the right direction.
